Let’s look at this entrance map first

The most confusing thing for new families is not "lack of resources", but that they regard different institutions as the same entrance. Let’s break it down first:

  • Queensland Registry of Births, Deaths and Marriages (RBDM): Register children born in Queensland and apply for a birth certificate.
  • Services Australia / myGov: Medicare, Centrelink, Paid Parental Leave, Family Tax Benefit, Newborn payments, Child Care Subsidy and other federal programs.
  • Queensland Health: child and baby health clinics, 13 HEALTH, state-level information on vaccine records and referral portals.
  • Australian Immunization Register (AIR): National immunization record, not Brisbane Council's system.
  • Queensland Early Childhood: Free Kindy, kindy age and approved kindergarten entrance.
  • Brisbane City Council: local library, community and event inquiries; it is not a birth registration or Centrelink application portal.

If the page is not the official domain name of the above-mentioned organization, do not enter your passport, visa, Medicare or bank information yet.

Birth registration: at Queensland RBDM

If a child is born in Queensland, birth registration is handled by the Queensland Registry of Births, Deaths and Marriages. Officials require registration within 60 days of birth; registration itself is free. A birth certificate is another document that requires application and payment and is not equivalent to complete birth registration.

Preparation before applying online:

  • Documents that parents can use for electronic identity verification, such as passport, Australian visa, Medicare card, driver's license, ImmiCard or other officially recognized document;
  • Child’s birth information, parent information and name determination;
  • When both parents are able to verify their identities online, they can complete the online process together.

How ​​to apply:

  • Submit online;
  • Mail the paper form;
  • Submit to the Queensland Magistrates Court or QGAP office;
  • Brisbane Registry customer service center also has an on-site entrance. The address and business hours are based on the current page of RBDM.

Don’t get confused:

  • The hospital or midwife does not mean to complete the birth registration for you;
  • Applying for a birth certificate alone cannot replace birth registration;
  • If the child was not born in Queensland, go to the registration agency in the actual birth state, territory or country.

Official entry point: Register a birth

Application folder: Collect these first, don’t upload them again and again.

Create a secure folder for parents only, partitioned by "original scanned/submitted/approved/pending". Common materials that need to be prepared include:

  • Parents’ passport, visa grant letter or ImmiCard;
  • Baby's birth certificate or birth registration confirmation;
  • Medicare card or Medicare application related information;
  • Centrelink CRN, myGov login and association records;
  • Bank account information;
  • Employment and income information;
  • childcare enrollment, child care service and Complying Written Arrangement information;
  • Infant immunization record, Red Book and AIR history statement;
  • Documents requiring translation or interpretation and their official/approved translations.

Do not send your passport, visa and bank information to unknown WeChat groups, and do not use "screenshots of other people's successful applications" as proof of your qualifications.

Medicare, myGov and Centrelink: Set up an account first, look at payment options later

Medicare, Centrelink and home payments belong to Services Australia and are not issued directly by the Queensland Government. Before applying, please confirm at the official Services Australia / myGov portal:

  • Whether you can apply for or be associated with Medicare;
  • Whether parents and children require different CRNs;
  • whether myGov is associated with Services Australia;
  • How your visa, residence rules, waiting periods and payment eligibility apply;
  • Whether proof of birth registration, identity, income or care arrangements is required.

Don’t jump to conclusions based on the words “PR/Temporary Visa/Citizenship” first. The residence rules and waiting period may be different for different payment items, and the official eligibility page must be opened one by one.

PPL, FTB, Newborn payments: Apply item by item

These names are often put in the same table by parents, but they are not an application button:

  • Paid Parental Leave (PPL): Look at conditions such as work, income, care and residence; the application path and current rules go back to Services Australia.
  • Family Tax Benefit (FTB): It is judged according to the family and child’s situation and may involve income, care ratio, residence and waiting period.
  • Newborn Supplement / Newborn Upfront Payment: Not automatically available to all households; must check against official eligibility and FTB related rules.

It is recommended to make your own application form:

  • Project name;

-Official qualification page;

  • My visa/residence status;
  • Income and work materials;
  • Whether birth registration is completed;
  • Whether it has been submitted;

-Whether a replacement notice has been received;

  • The next date to log in for verification.

Don’t include dead amounts or waiting periods in your social media profiles. The amount, threshold and policy will change. The e-book only provides the application path and verification method.

Child Care Subsidy: Applying for qualifications and enrolling in child care are not the same thing

CCS operates through Services Australia, but the actual use of CCS requires completion of childcare, enrollment and written arrangements with the childcare service. The recommended order is:

  • First check the CCS application portal for the family and child at Services Australia;
  • Prepare CRN, child information and required identity/residency materials;
  • Also ask the childcare service for enrollment, number of days, session, fee and start date;
  • After seeing the service offer, check the Complying Written Arrangement and the enrolment in the system;
  • Recheck bills, gap fees and actual attendance records after receiving CCS results.

Don’t interpret “I applied for CCS” as “childcare already has a place”, and don’t take the information on the online service finder as a promise of vacancies.

Queensland Child Health: Who to call when you need support

The Queensland Government provides child and baby health clinics and newborn drop-in services. The specific service content, location and whether an appointment is required will be explained by each service point.

You can check it from the official entrance:

  • newborn drop-in service;
  • child health clinic;
  • Child growth and development information;
  • General support for feeding and childcare;

Queensland official also lists 13 HEALTH: 13 43 25 84. If you need child health or general breastfeeding support, check the current official page for service hours. In emergencies dial 000; this information is not a substitute for a doctor or emergency medical services.

Vaccine records and AIR: Application, records, and admission documents should be separated

Vaccinations administered in Australia should be reported to the Australian Immunization Register by the immunization provider. Even if you do not have a Medicare card, you can still be vaccinated and have your records entered into AIR; whether you can qualify for a certain payment or service must be determined according to the rules of the corresponding project.

What parents have to do is not to “apply for a vaccine card” themselves, but to:

  • Confirmation provider will report to AIR during vaccination;
  • Maintain Red Book or other personal health records;
  • Obtain an immunization history statement through myGov or official channels;
  • If the child was vaccinated overseas, bring the record to the Australian provider and ask it to assist in updating AIR;
  • When childcare documentation is required, confirm which immunization history statement the center accepts.

Free Kindy: Not a newborn benefit, but know it in advance

Queensland's Free Kindy is state-level early childhood education funding, not newborn payment. Official information from 2026 shows that Free Kindy will be available to children who meet the age requirements and are enrolled in an approved kindergarten program; the program is 15 hours per week, 40 weeks per year. Children usually need to be 4 years old by June 30 of the year they start, final check with an official age calculator and approved provider.

What parents can do now to prepare:

  • Keep the child's birth certificate as the provider may need to verify the date of birth;
  • Check approved kindergarten program;
  • Distinguish between approved kindy in long day care and ordinary childcare hours;
  • Ask the provider about sessions, extra care periods, meals and other fees;
  • Do not understand "Free Kindy" to mean free hosting all day long.
