五栏不是打分表，也不产生“总分第一”。使用顺序是：
1. 先排除 enrolment 证据不清的假设：用 EdMap 与 School EMP 核实，不用房产广告或 postcode。 2. 再限制公开数据的解释范围：My School 提供问题线索，不替代 school visit 和对话。 3. 把孩子支持写成可验证问题：不要只问“有没有 EAL”。 4. 把 family cost 写成时间与照护安排：school-day 实测、OSHC、替代接送、雨天和 disruption。 5. 让学校补齐未知项：记录联系人、回复日期和书面链接，不用一次 tour 的印象填空。
入学 / zone 证据：EdMap 与 School EMP 怎么查
EdMap 查询路径
1. 打开 Queensland EdMap。 2. 输入孩子的 principal place of residence 完整地址。 3. 查看适用于小学的 Prep to Year 6 catchment，不要误看 secondary layer。 4. 记录学校名称、查询日期和地图 boundary；边界位置不要只依赖 pin 或文字搜索结果。 5. 打开目标学校 official website 的 Enrolments 页面，再查看 Department 的 School Enrolment Management Plans 列表。 6. 在申请年度、搬家后和正式提交前重新查询。
Queensland Government 说明，school catchment 是 state school 接收 core intake 的地理区域。实施 School EMP 的学校接近 enrolment capacity，会优先保障符合条件的 in-catchment students，并限制 out-of-catchment enrolments。住在 catchment 内仍需按学校要求证明 principal place of residence；out-of-catchment application 则受 capacity、criteria 和 principal decision 影响。
Brisbane 本地边界
northside、southside、inner city、bayside和 Brisbane River 是通勤描述，不是 enrolment boundary。- Brisbane City Council boundary、suburb 名称、postcode、房产 listing 的“school catchment”都不能替代 EdMap。
- Catholic、independent 和其他 non-state schools 不按 Queensland state-school EdMap/School EMP 作为统一 admission 规则；使用对应 school system 或学校 official enrolment path。
这一栏要保存：EdMap screenshot、查询日期、layer、School EMP link、学校 enrolment page、in/out-of-catchment 状态和学校要求的 residency evidence。
公开数据：My School 能看什么，不能下什么结论
官方查询路径
1. 打开 My School 搜索学校全名。 2. 先看 school profile：school sector、year range、location、enrolment、student/teacher information、attendance、funding 和学校 website link。 3. 再看 NAPLAN 页面，记录显示的 assessment year、year level、domain、participation 和 comparison context。 4. 如需理解字段，打开 About My School、FAQs 和 technical and statistical information，不要用第三方 ranking 的解释。 5. 将疑问写进“学校确认”栏，而不是把数字转成自制名次。
ICSEA 的正确用法
ICSEA 是 Index of Community Socio-educational Advantage。ACARA 用家长 education/occupation、school geographic location、Indigenous status 等因素估算学校学生群体带入学习的 socio-educational advantage。My School FAQ 说明其平均值为 1000、standard deviation 为 100。
但 ICSEA：
- 不是学校、principal、教师或 teaching quality 的评分；
- 不使用家长财富或学校资源作为该指标的直接内容；
- 不能证明某所学校造成了孩子的成绩；
- 主要用于理解学生背景与“students with similar background”的 comparison context，不适合按数值给学校排队。
NAPLAN 与 My School 的边界
- NAPLAN 提供 literacy 和 numeracy 的一部分信息，不衡量学校全部课程、support、belonging、safety、arts、sport、EAL/D 或孩子与教师的匹配。
- ACARA 明确说 My School 不设 league tables，NAPLAN 只是 school performance 的一个方面；了解学校仍需访问学校并和 teachers/principal 对话。
- 2023 起 NAPLAN 使用新的四级 proficiency reporting，并重置 measurement scale/time series。ACARA 说明，2023 前的 achievement 不能与 2023 起的结果直接比较；不要画一条跨越重置点的“上升/下降趋势”。
- 小 cohort、participation、学生构成和年份变化会影响解释。看到差异时先看 technical notes，再向学校问教学与支持如何运作，不做 outcome prediction。
公开数据栏建议只写三行：我看到了什么、它不能说明什么、我要向学校追问什么。
孩子支持：EAL/D 不只问“有没有”
Queensland Department 将 EAL/D learner 定义为使用 English 以外语言或 dialect、并需要 English support 才能进入适龄 curriculum 的学生。使用另一种家庭语言不自动等于孩子需要 EAL/D support。学校会在 enrolment 或后续 classroom observation/work samples 等过程中识别需要，并用 Bandscales State Schools (Queensland) 了解 listening、speaking、reading 和 writing proficiency。
Department 说明，support 类型由学校根据孩子 English proficiency 和 school context 决定。因此比较时不要把“有 EAL teacher”当成二元标签，也不要要求学校保证 hours、staffing 或结果。向每所学校问同一组问题：
1. Enrolment 时会收集哪些 home language、previous schooling 和 English learning information？ 2. 学校怎样识别和持续查看 EAL/D learner 的 listening、speaking、reading、writing needs？ 3. Support 主要发生在 classroom、small group、individual planning，还是多种方式组合？谁和家长说明安排？ 4. 家长怎样收到 English language proficiency 与 curriculum progress 信息？联系 classroom teacher 之外，还应找谁？ 5. 新到 Australia、学过不同 curriculum、经历 schooling interruption 或需要 transition support 时，学校会先收集什么资料？ 6. 家长会议或 enrolment 沟通需要 interpreter 时怎样预约？Queensland Department 的家长信息说明，可向学校申请免费的 Translating and Interpreting Service interpreter。 7. EAL/D 之外的 health、disability、wellbeing、learning 或 cultural support，应通过什么 school process 单独讨论？
家庭可继续使用 home language 与孩子阅读和交流。不要因为担心 English 而把家庭语言当作问题，也不要用一次 NAPLAN 结果替代学校对孩子当前语言与课程学习的观察。

家庭执行成本：OSHC 与 Brisbane 通勤一起算
“离家 4 km”不是可执行成本。对 5-8 岁孩子，至少记录四周会反复发生的时间、照护和失败方案。
OSHC 单独核实
Queensland Government 说明，OSHC 可在 school、community centre 等地点运营；在 state school site 上通常与学校分开运营。School enrolment 不保证 OSHC place。 Provider 自行确定 hours、fees、enrolment eligibility、priority 和 availability。
联系 provider 时问：
- before-school、after-school、pupil-free day 和 vacation care 是否分别提供？
- 需要的 weekdays 是否有 place，还是只有 registration/waitlist？
- Prep/Year 1 孩子怎样从 classroom 或 gate 交接？
- 固定、casual、late pickup、cancellation、food 和 holiday booking 的 current written rules 在哪里？
- medical、allergy、additional needs、authorised pickup 与 emergency contact 需要什么资料？
官方入口：Queensland before and after school care。具体 provider 仍需从学校 official page 或 office 确认。
用 school-day 做两次路线测试
1. 从 Translink Plan your journey 打开 Journey Planner，选择实际 school day；早上用 Arrive before，下午用 Depart。 2. 用 School Service Finder 查看学校附近 school services；它显示 near-school services，不自动证明适合孩子独立使用。 3. 一次按正常日实测，一次按较差条件模拟：下雨、bridge/rail disruption、younger sibling 同行、主要接送人加班或 pickup queue。 4. 记录 home-to-gate、gate-to-class/OSHC、换乘等待、合法 parking/drop-off、步行暴露和 emergency pickup，而不只记录车上时间。 5. 新学年和出发前重查 timetable/disruptions。Translink 提醒 school service timetables 可在新学年调整。
Brisbane River 和跨河 bridge/tunnel 会改变真实路线，但不能据此推断 school quality。Brisbane City Council 的 school road safety 或 Active School Travel 信息也只在参与学校和具体 road environment 下成立；向学校确认 current gate、drop-off/pick-up 与 active travel arrangements。
向学校确认：一封邮件补齐第五栏
可把下面问题改成简短邮件，发给 school office；每所候选学校使用同一版，方便比较。
我们正在核实孩子year level / proposed start year的 enrolment。我们于date用实际居住地址查询 EdMap，结果为school / in-or-out of catchment。请问：
>
1. 当年 application path、School EMP 和 residency evidence 的 official links 是什么？
2. School tour 或 information session 与 formal enrolment 分别怎样安排？
3. 对 home language 为language、previous schooling 为context的孩子，学校怎样收集信息、识别 EAL/D needs，并由谁向家长说明 support？
4. 如需 interpreter，怎样提前预约？
5. OSHC 由哪个 provider 运营？需要另外向哪里确认 weekday place、hours 和 fees？
6. Current school gate、drop-off/pick-up、public transport 或 active travel information 在哪里？
如果学校无法在第一封邮件回答 staffing、class allocation 或下一年度 OSHC availability，把该格标为 待确认 + 日期，不要自行补结论。
30 分钟 shortlist 流程
不用这五种“快捷答案”
1. 第三方学校排名：My School 自身不提供 league table，本指南也不重新制作一个。 2. 房产广告的 catchment：用 EdMap 的当前 boundary 和学校流程核实；本指南不提供租房买房建议。 3. “ICSEA 高 = 教得好”：ICSEA 是学生群体 socio-educational background index，不是 teaching rating。 4. “NAPLAN 高 = 我的孩子未来会更好”：NAPLAN 只是一部分 school-level information，不能预测个别孩子结果。 5. “有 EAL/D = 一定有固定老师/课时”：support 按孩子 needs 与 school context 决定，具体 delivery 由学校当日说明。
